Job Responsibilities
1. As a primary point of contact between the Company and the crewing manager / manning agent ensure that suitably qualified and experienced seafarers are assigned to the managed vessels that meet the requirements of the Company and expectation of the charterer.
2. Manage
The day-to-day activities of the Seafarer Division activities
Supervise the activities of the crewing manager / manning agents
Monitor and review external and internal issues to improve the Company’s safety management system (USMS)
3. Monitor
Performance of contracted crewing manager / manning agents
Compliance with SIGTTO, any other officer qualification / experience matrix and international standards
Performance of assigned seafarers through an effective appraisal system
4. Appoints
Professional and appropriately qualified, trained, motivated crew to man the vessels under management.
Liaise with Japan headquarter and other in-house ship managers on seafarer strategy planning for preparation of fleet expansion.
Work closely with the appropriate managers / superintendents / appointed crew manning manager / agents
Foster a harmonious environment on board to promote staff continuity
Ensure that a fair and consistent manning policy is implemented including promotion opportunities.
Comply with the Company’s safety management system (USMS), and proposing changes when required or indicated.
Review seafarer qualifications ensuring compliance with all related latest code and regulations.
Assist the recruitment interview of seafarer.
Assist recruitment of officer and cadet appointments in liaison with the Technical Fleet Manager / Technical superintendent / Marine superintendent
Responsible to monitor the vessel schedule and plan for crew change.
Responsible for the timely preparation of manning budgets (OPEX), projections and provision explanations to management
Check manning invoice.
Attend Company's LNG vessels as necessary to foster good working relationships and maintain moral support.
Reports bi-annually to management providing data on the manning function, crew composition, retention, recruitment, and training programs.
Maintain seafarers’ records such as appraisals, disciplinary records, medical certificates, drug and alcohol (D&A) results of assigned crews to satisfy the requirements of ISM /STCW and international standards.
Oversee the function of the appointed manning agents and their sub-contractors.
Attend regular meetings with manning agents.
Responsible to arrange Annual manning agent audit.
Responsible to prepare Annual Seafarer Seminar
Monitor appraisals and provide in-house guidance / instruction on how to effectively appraise personnel.
Arrange Pre-boarding Briefing for senior officers on fleet personnel updates and activities
Monitor industry manning and training standards and report to management on any anticipated changes (benchmarking)
Administration and reconciliation of all ship-personnel-related personal Injury and medical protection and indemnity (P&I) insurance claims
Qualifications and Experience:
At least 5 years’ experience in manning function
A seagoing background and/or extensive background/experience in shore-based shipping Company
Good computer skills include Microsoft Office, Ship Net, Shipmate
Knowledge of industry regulations including STCW
Knowledge of industry related database systems or an ability to be trained as a high-level user.
Knowledge and understanding of the sea staff recruitment process.
Occasional travel is required.
